		<description>I suspect the setting up of the advisory boards is for the state government to revert back to appointing councillors only from political parties as done prior to the 2008 general election.The move will give satisfy more party supporters as the seats vacated will be available to them.  
The representatives from ngos and media would only fill the post in the advisory boards, which give them no voting right in decision making in the pretext of listening to the &quot;opinions and feedback&quot; of the people.</description>

		<description>The &quot;quality&quot; of many Ipoh Councilors are doubtful. Some of them are poor in English and a few of the non-Malays are downright bad (not just poor) in BM. How could they participate in decision-making when proposals, working papers and decision papers prepared by DBI are in English and/or BM?

Ask how many Ipoh residents have ever seen Councilors checking up on areas (zones) under their respective responsibilities. (They call this &quot;turun padang&quot;.) The Councilor for my area has not be seen in the two years that he is a Councilor but he claimed that he has also &quot;turun padang&quot;.

If the &quot;first level&quot; is inept, would the &quot;2nd level&quot; be any better? I seriously doubt so.

NGO&#039;s don&#039;t and shouldn&#039;t need to be in such a council to be effective. All that is needed is for the government, at local- or state-level, to listen and take the appropriate action. Another layer of bureaucracy actually impedes the work and efficiency of the civil society and social movements.</description>
