Who is to blame for illegal dumping in urban areas?
The Ipoh City Council (MBI) should conduct inspections and take strict action against individuals who are responsible for dumping garbage in open areas.
This pile of garbage may not look disgusting but it has spoiled the cleanliness of the city and reflects the culture of an uncivilized society.
